Plans are announced.
Readiness is observed.Quy hoạch được công bố. Mức sẵn sàng phải được quan sát.
VIRO tracks the infrastructure that will shape Ho Chi Minh City’s new industrial region — airport, ring roads, ports, rail, power and special zones — and records, with dated evidence, how far each one has actually travelled from plan to use.
6 of 18 tracked projects have reached operation. Only 1 is evidenced as usable for business.
Readiness is a ladder, not a score. A project climbs only when dated evidence shows the next step — and “operational” is not the top rung.
An airport is only as ready as the roads and rail that reach it.
Long Thành is set to open within weeks. Of the five connections tracked here, one new link has been fully delivered on time for it.
For a manufacturer east of the city, the question in January 2027 will not be “is Long Thành open?” but “can my trucks reach a cargo terminal, on which roads, and which airlines will fly my freight?” Today, two of those three answers are Unknown.
The master plan sets the destination. VIRO measures the distance.
Passed by the HCMC People’s Council on the morning of 30 October 2026. The HCMC chairman was then expected to approve it within his authority, reportedly during November 2026; signature and publication are still pending.
Plan · 2030 / 2050
7 urban-rail lines totalling about 255 km by 2030; about 770 km by 2050.
Fact One line in commercial service: Metro Line 1 (Bến Thành–Suối Tiên, 19.7 km), since 23 December 2024. Line 2 broke ground in January 2026 — 11.3 km in this phase — and targets Q4 2030.
Plan · 2050
About 45,000–55,000 ha of industrial and high-tech park land by 2050, against roughly 24,000 ha planned for 2025.
Reported The draft summary itself reports 55 industrial parks and 3 export-processing zones in operation over about 22,410 ha, at around 80% occupancy. Market data for H1 2026 shows 124 ha of net industrial-land absorption in the CBRE-defined Southern market.
Plan · Phase 1
Long Thành as the eastern air gateway of the metropolitan region; phase 1 designed for 25 million passengers and 1.2 million tonnes of cargo a year.
Reported Under construction, with equipment testing observed in late September 2026. Commercial opening now reported for 24 Dec 2026, and an initial schedule of up to 366 flights a week. Rail link still in appraisal; Biên Hòa–Vũng Tàu closed to trucks; Bến Lức–Long Thành open since 1 Oct.
